U.S. staffing companies employed an average of just under two million temporary and contract workers per week in the second quarter of 2025—down by 8,300 from the first quarter—according to the American Staffing Association’s quarterly Staffing Employment and Sales Survey. Staffing employment declined slightly in the second quarter (–0.4%), counterbalanced by 1.5% growth in staffing sales. Staffing sales were down 8.0% from the second quarter of 2024—the smallest year-to-year decline since the first quarter of 2023.
